RA is an Internet _broadcast_ tool that is used for both music and audio.
CNET, Hotwired and even Toy Satellite use RA for voice only.

Easy... You need to use the RA encoder which can be used to _stream_ audio
to the a RA server in real time or encode sound files for archival RA use.

The people sending the translations would need a microphone, an RA encoder
and an RA server to point the encoder to.

The bottom line... The Internet was not designed as a broadcast medium, but
real time events can be _networked_ to each other. Look for the tools that
enable this to occur in an elegant manner, that supports reasonable quality
of data transfer/streaming, etc.
